Gujarat has strong local consumer brands, especially in food, snacks, farsan, sweets and retail. Many are family businesses with loyal customers and products refined over decades. Customers often ask for a branch nearer home. Relatives and regular customers ask to open one. Franchising looks like the obvious next step.

The gap is usually not the product. It is the system. Recipes, supplier terms and quality checks often live in the founder's head. Induben Khakhrawala, a heritage Gujarati snack brand, came to us loved and long-running, but without standardised SOPs, a dedicated Franchise Operations Manager or an HR pipeline for growth. That pattern is common. The steps below close it.

Step by step: franchising a Gujarat brand

1. Check readiness honestly

Can someone else run your outlet, in another city, at market costs, to your standard? If the answer depends on you being present, you are not ready yet. Start with whether your business is ready to franchise.

2. Prove unit economics at local costs

Model the franchisee's numbers at market rent and salaries, after royalty. Rent in a prime Ahmedabad or Surat location is not the same as in a smaller town, so build the model per city type, not one average. Read unit economics before ambition.

3. Choose the franchise model

4. Set up the legal framework

India has no franchise-specific law, so your trade marks and agreement do the protective work. File your trade mark before you sell (see our trade mark guide). 5. Write the operations manual

The manual is what the franchisee actually buys. It must let a trained outsider run the outlet without calling you. See why the operations manual is the product. More on language below.

6. Select franchisees carefully

In our experience, early enquiries in Gujarat often come from relatives, regular customers and local business families. Warm leads are welcome, but apply the same profile and scoring to everyone. Capital alone is not a qualification. Read why franchisee selection is the hardest skill.

7. Launch with territory rules and support

Gujarat practicalities to plan for

These apply at the agreement and outlet level. Build them into your pre-opening checklist, and see our registration checklist for the full list.

  • Stamp duty. The Gujarat Stamp Act, 1958 has no article written specifically for franchise agreements. Duty depends on how the instrument is classified and what it contains, such as premises or deposit clauses. Confirm the article and amount with your lawyer before signing. Outlet leases are stamped separately, and Gujarat restructured lease duty in April 2025.
  • Shops and Establishments. Under the Gujarat Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2019, as amended from 16 December 2025, establishments with 20 or more employees must register. Smaller ones must give an intimation to the inspector within 60 days of starting business. Each franchisee does this for its own outlet.
  • FSSAI. Every food business operator needs FSSAI registration or a licence. A franchisee is the operator at its outlet, so your licence does not cover it. The category depends on turnover, capacity and activity.
  • Municipal licences. Local bodies such as AMC in Ahmedabad and SMC in Surat handle Shops and Establishments filings in their areas, run their own business licensing and collect professional tax. Requirements differ by city and business type, so check with the local body for each outlet.

Where expansion usually starts

This is practical guidance from our work, not market data. Your numbers should decide the order.

  • Home cluster first. Start within reach of your kitchen, warehouse and team. An Ahmedabad brand might begin across Ahmedabad and Gandhinagar. A Surat brand might look at south Gujarat towns.   • Then other Gujarat cities. Ahmedabad, Surat, Vadodara and Rajkot each have different rents, tastes and competition. Test one before assuming the others behave the same.
  • Then neighbouring corridors. Once supply and support work across Gujarat, brands often look at Mumbai and Pune, or at Rajasthan. Each new state brings its own stamp duty, labour and local licensing rules.

Supply chain reach usually sets the real limit. If fresh product cannot reach an outlet on time, that outlet should wait.

Gujarati-language training and communication

Many franchisees and outlet staff in Gujarat work most comfortably in Gujarati. If your manual is only in English, staff will learn from whoever trains them, and standards will drift.

  • Keep one master manual, with Gujarati versions of the parts outlet staff use daily: recipes, checklists, hygiene and customer service.
  • Use short videos and photo checklists for kitchen and counter tasks.
  • Keep legal and commercial documents in the language the parties agree on, reviewed by your lawyer.
  • Run franchisee updates, reviews and WhatsApp groups in the language partners use, and write decisions down.
